STATEMENT ON PAUSING J & J VACCINE per DOH Communications (Media Contact) - The Washington State Department of Health will pause the use of the Johnson & Johnson (J & J) vaccine statewide starting immediately, following the guidance of the FDA/CDC. Use of that vaccine will be put on hold until we receive further recommendations from our federal partners about how best to move forward. Safety is the highest priority when it comes to all COVID-19 vaccines.This action is being taken out of an abundance of caution based on the appearance of a rare but serious side effect including serious brain blood clots (CVST) combined with low platelet counts in six patients, all women under 50. The CDC’s Advisory Committee on Immunization Practices (ACIP) will review these cases in the days ahead and will recommend guidance going forward.
About 149,000 doses of J & J vaccine have been administered in Washington so far, out of more than four million doses total. At this time, we have no knowledge of the six patients who experienced these blood clots being Washington residents.
For those who got the vaccine more than a month ago, the risk of this complication is very low at this time. People who have received the J & J vaccine who develop severe headache, abdominal pain, leg pain, or shortness of breath within three weeks after vaccination should contact their health care provider. It also demonstrates how well the robust vaccine safety monitoring systems work, since this potential safety concern was identified quickly and vaccines were paused to allow for further investigation.
No definitive cause has been identified yet, but the FDA said today that a probable cause is a rare immune response generated by an individual after receiving the vaccine.
DOH will continue to monitor the situation related to J & J vaccine and update on its use as the pause is reviewed and once it is lifted.

NEW FREE COVID-19 TEST SITE IN ENUMCLAW - The City of Enumclaw, in partnership with Mutual of Enumclaw and Public Health – Seattle & King County, would like to announce the opening of a new free COVID test site at Griffin Ave. and Porter St. in the Mutual of Enumclaw parking lot across the street from the Enumclaw City Hall. Entry to the testing site is on Wells St. The site provides drive-through testing. Walk-up testing is also available. It will open on Thursday, December 10 and be open three days a week.
The test site will be open Tuesday, Thursday, and Saturday from 10:30 AM – 6:30 PM beginning Thursday, December 10. This is a free testing site and open to anyone, regardless of insurance or immigration status. Funding is provided from CARES Act money, no city funds are used.
The testing site will be operated by Discovery Health with support from King County. Mutual of Enumclaw has donated the space for the testing site.
The purpose of this test site in Enumclaw is to increase access in testing in rural parts of the county and reduce travel for those wishing to be tested including Black Diamond, Buckley and Bonney Lake areas.
If you have COVID-like symptoms or have had close contact with someone with COVID-19, Public Health – Seattle & King County urges you to avoid contact with others and get tested immediately. Stay home and away from others while you are waiting for test results.

National Prescription Drug Take Back Day is October 24. The event provides area residents with a safe way to dispose of medications that are out-of-date or no longer needed. King County has seen increases in the use and abuse of heroin and fentanyl. Often opioid misuse starts with using medicine leftover from friends or family members. At home, secure medicine storage (locking cabinet, lockbox, or lock bag) and safe disposal of unused and expired medicines can prevent misuse, overdose, and suicide. If you can’t make it out to the national take back day, you don’t have to wait six months to safely dispose of unused and expired medicines. King County Manufactured/Mobile Homeowners Rent Assistance Program - Rent Assistance is available in King County for Manufactured/Mobile Home Owners. Please read carefully and share also with your neighbors who might be in need of this assistance. Both the Department of Commerce and the Washington Low Income Housing Alliance have contacted The Legislative Action Team (LAT), AMHO, MHOA and the Tenants Union regarding this and asked if this information would be shared.
The Department of Commerce announced the release of $100 Million of our state’s "Cares Act Funding for Rental Assistance to Prevent Eviction Across the State". King County has combined its "Cares Act " funding with several other sources and announced the King County Eviction Prevention and Rent Assistance Program.
Homeowners must earn 50% of the area median income or below and have at least one month of rent fully or partially unpaid since March, plus meet at least one additional risk factor. Homeowners will be selected by a lottery on a weekly basis starting September 14.

BLACK DIAMOND COVID ECONOMIC HARDSHIP GRANTS AVAILABLE for Black Diamond Citizens - The City of Black Diamond is happy to offer a Grant Program to help our citizens with Utility Bill payment assistance or Rental Assistance. If you are a Black Diamond resident and have been Economically affected by the COVID virus between March 1, 2020 and October 31, 2020, a new Grant program is now available with funds from a portion of the Commerce COVID Cares Act.
Grants of up to $1,000 can be applied for through the Black Diamond Community Center who will be administering the Grant program. Grant applications can be submitted beginning August 26, 2020 and continuing through October 20, 2020 (while funds are available). CDBG-CV funding will be available under the Tenant/Small Landlord program. Tenants will be chosen by lottery on a weekly basis. Tenants selected from Consortium Cities will be contacted by a community-based organization to help tenants complete the application. The lottery will launch on September 14, 2020. Tenants not selected will remain in the interested tenant pool and eligible for all subsequent lotteries until the funds are expended. Tenants who are not selected will receive an email every Friday after September 14, 2020 to inform them of their status.

Water Quality Concern on Lake Sawyer - A citizen raised a concern about toxic algae and the King County and the City followed up with the following results:
9/13/19 (Friday) - A dog passed away after swimming in Lake Sawyer in Black Diamond. Signs were consistent with anatoxin poisoning.
9/16/19 (Monday) - Black Diamond Public Works collected and submitted two samples at the spot where the dog swam on 229th Pl SE; no bloom present and water was clear.
Warning signs were posted at 229th Pl SE, the boat launch, and Lake Sawyer Regional Park.
Testing for freshwater algae toxins did not find toxins above the method detection limit or reporting limit.
Saxitoxin was not detected (<MDL)
Cylindrospermopsin was not detected (<MDL)
Anatoxin was not detected in bottom sample (<MDL), slight detect of 0.013 ug/L in surface but still below reporting limit (<RDL)
Microcystins were not detected (<MDL)
9/18/2019 (Wednesday) - King County collected samples at three location around the lake (229th Pl SE, boat launch, and Lake Sawyer Regional Park) and no bloom present and water was clear.
During sample collection, soil and vegetation was disrupted.
Testing for freshwater algae toxins did not find toxins above the method detection limit or reporting limit.
The Toxic Algae Warning is still active for Lake Sawyer and water sampling will continue for an unknown duration. The City will keep the warning signs up until King County Health has made a determination as to the risks of water contact based on further follow up testing.

Update on King County DNRP plans for the Henry’s Ridge/Ravensdale and Taylor Mountain Parks-Henry's Ridge and Ravensdale
Overview: King County will conduct a forest thinning at Henry’s Ridge Open Space and Ravensdale Retreat Natural Area. In order to increase forest diversity Parks will be conducting variable density thinning operation and then plant over 1,500 trees.

Starting Wednesday, August 22 at 7 a.m., a private contractor will conduct culvert installation and road restoration work at Maxwell Road SE near Maple Valley. The work includes excavation, crane mobilization, rebuilding the road and paving. The work requires a full closure of Maxwell Road SE near SE Lake Francis Road for approximately two weeks. Black Diamond-Ravensdale Road SE full closure, August 13 – September 14
Starting Monday, August 13 at 8 a.m., crews will repave and install a steel-enforced, rock-filled retaining wall along Black Diamond-Ravensdale Road SE near the City of Black Diamond. The work, which will take place between SE 310th Street and Kanasket Drive, requires a full closure. Detour signs will be posted on site. During the month of August, pavement repair will take place on several sections of roads in southeast King County in preparation for anti-skid treatment. The anti-skid treatment, which will take place in September, increases traction on the roadway. The work is weather dependent, so schedules can quickly change. King County, WA – The holiday season is nearly upon us, and the Washington Traffic Safety Commission (WTSC) would like to remind Washingtonians to plan ahead and use alternative transportation after drinking alcohol or using marijuana during celebrations. This year, WTSC is partnering with Uber to help end traffic deaths and serious injuries by 2030 as part of the Target Zero initiative.
Bars and restaurants across the state will be featuring anti-DUI materials and encouraging patrons to take a safe ride home. In areas where Uber is available, the company will also be offering riders $20 off their first trip as part of the effort, with the promo code RIDESAFEWA. Additionally, Uber has recently launched UberEVENTS, which will enable companies to arrange safe rides for their employees throughout the holiday party season and beyond.
Preliminary Fatality Analysis Reporting (FARS) data shows over 500 traffic deaths so far in 2015, nearly 100 more reported deaths than this time last year.
“We have seen an unfortunate increase in traffic deaths this year,” said Darrin Grondel, WTSC director, “By encouraging people to plan ahead over the holiday party season, and to ensure a sober ride home, we hope our state will experience zero traffic deaths in December and through the New Year.”
“We’re committed to providing safe, reliable transportation for Washingtonians year-round, and we’re proud to join forces with WTSC to help prevent traffic casualties this holiday season,” said Brooke Steger, General Manager of Uber Washington. “We want to make it easy for people to leave their keys at home and also give them the peace of mind that they’re not putting others at risk.”

As the new year is quickly approaching the City would like to remind residents that no fireworks can be discharged in the City limits on New Year’s Eve. In accordance with Black Diamond Municipal Code 8.04.100(B) “No common fireworks shall be discharged within the city except between the hours of nine a.m. and twelve midnight on the fourth day of July of each year.”
