The finance director or designees is authorized to establish a general fund police investigation buy account as follows:

3.25.020 Account administered by police chief.
This account shall be administered by the police chief, or designees, in accordance with rules or policies providing for such lawful administration. The finance director or designees will have audit responsibility.
