There is created in the city the office of police chief.

The police chief, under the direction of the mayor, is head of the municipal police department, and in this capacity is responsible for the planning, organizing and directing of the department in such matters as planning, coordinating, and supervision of patrol, investigation, crime prevention, training and all other programs and services of the police department. The police chief shall be responsible for and have the duty to see that order is maintained in the city and that state laws and city ordinances are enforced.

The police chief shall be appointed by the mayor, subject to confirmation by a majority vote of the city council.

The salary for the position of police chief shall be set at the rate provided for in the annual budget adopted by the city council.
